Over the past decade, the EU provided autocratic regimes along its borders with radars, undersea and airborne drones, radios and other surveillance technology worth hundreds of millions of euros. The International Centre for Migration Policy Development, ICMPD for short, an organization based in Austria, serves as the bloc’s go-to intermediary for these business. Because the ICMPD is not a government institution, it can enable states to carry out operations along EU borders with much less transparency, accountability or regulation than what would be required of any EU government.
