Because it hard arbitrary provisions that would have essentially allowed Joe Biden to pause the border restrictions at his discretion. The assumption was that he would sign the “we fixed the border” bill, then pause restrictions, and act like he did something, and the Republicans weren’t willing to give him that optic W.

Because I read it there is nothing that says the president could pause border restrictions.
