I’d argue that this one goes beyond partisanship; the entire congress (with a few exceptions) feels that they are above international law. This has been going on for years; see the steel and softwood lumber disputes with Canada for something closer to home. Same mindset, just now applied to international war crimes instead of trade disputes. Because any US advantage can’t be an unfair advantage.
