AFAIK, girls/young women usually have the bulk of their height growth in their younger teens, and they definitely won’t be growing 15cm after 21.

I do agree, it makes things trickier, but the way the younger character says “I’m still bitchless?” makes me think they’re definitely not a young teen and probably a few years older than the age at which most people lose their virginity. Also, in the second part someone provided, they suggest getting a 51 year old version involved. It’s an odd age to specify outside of it being 15 years older than 36, so it’s probably the same age gap as for the younger version(21).

Probably not, but considering the only piece of evidence for the younger one being a minor is the height, I’m not gonna lose sleep over it.
