What are the downvotes for? You actually know why this happened?
Look at the angle of the shadows in the video – the sun is behind the driver
That isn’t an explanation of why it happened.
If they couldn’t see well enough to see something as large as a bus, the correct response is to slow down, not plow through at the speed limit.
That doesn’t explain why the driver didn’t slow down.
The point is the fault is 100% on the truck driver regardless of how well they could see. If they could see, but didn’t brake, it’s their fault. If they couldn’t see, and didn’t brake, it’s their fault.
